INVERSIONES DE ALTO VUELO QUE MODERNIZAN EL PERÚ

La construcción del Aeropuerto Internacional de Chinchero en la ciudad del
Cuzco y la llegada de las aerolíneas de bajo costo; sin duda serán dos
acontecimientos que modernizarán y revolucionarán al Perú.

EL AEROPUERTO INTERNACIONAL CHINCHERO
El Aeropuerto Internacional de Chinchero es un proyecto aeroportuario, que se ubicará en Chinchero, Cuzco, Perú. La pista se localizará a 3700 msnm a 2 km del pueblo de Chinchero y a 28 km de la ciudad de Cusco.

Proyecto
Se trata de una obra en proyecto destinada a reemplazar el actual Aeropuerto Internacional Alejandro Velasco Astete, el cual se encuentra en medio de la ciudad de Cuzco. Este nuevo aeropuerto que estará ubicado en el Distrito de Chinchero, contempla la construcción de un nuevo terminal aéreo de nivel internacional de mayor tamaño y con proyecciones a manejar conexiones internacionales en forma directa, quiere decir, sin pasar por el Aeropuerto Internacional Jorge Chávez.

Concesión
La obra ya ha sido concesionada por Proinversión para su construcción siendo ganador el Consorcio Kuntur Wasi, integrado por la argentina Corporación América y el peruano Andino Investment Holding. El Aeropuerto de Chinchero permitirá que lleguen 6 millones de turistas anuales con un ingreso de 12 mil millones de dólares a la región Cusco, lo que significará la creación de puestos de trabajo y desarrollo en la región.
Se haría realidad para el 2021 lo cual exige objetivos estratégicos y una necesidad de que CORPAC ejecute las inversiones que se van a necesitar en las ayudas a la navegación aérea, radio comunicaciones aeronáuticas y control de tránsito aéreo en el aeropuerto de Chinchero que recibirá vuelos internacionales en las aeronaves de última tecnología con una capacidad de 300 o más pasajeros en promedio.
El Aeropuerto Internacional de Chinchero de Cusco es un sueño que está a cinco años de hacerse realidad. El nuevo terminal aéreo será uno de los más modernos del país y América Latina. Su infraestructura será de primera y contará con tecnología de punta, porque se construirá bajo estándares internacionales y tendrá categoría I.
La infraestructura aero-portuaria del Aeropuerto de Chinchero tendrá un área de operación de 40,000 metros cuadrados, casi 27 mil metros cuadrados más que el Aeropuerto Velasco Astete (AVA) de Cusco explotado por CORPAC (Corporación Peruana de Aeropuertos y Aviación Comercial), y que se entregará a la región Cusco cuando inicie operaciones el Aeropuerto Internacional de Chinchero. Es importante tener en cuenta que el Aeropuerto de Chinchero con una pista de aterrizaje y despegue de 4,000 metros podrá recibir hasta 6 millones de pasajeros en un año. Al mismo tiempo que el actual aeropuerto Velasco Astete de Cusco solo puede recibir los aviones Airbus 321 y Boeing 737-800 que tienen una capacidad para transportar hasta 190 pasajeros como máximo, Chinchero estará capacitado para el aterrizaje de naves Airbus 340 y Boeing 787 de 300 personas en promedio. Otra ventaja de Chinchero es que funcionará las 24 horas del día, mientras el Velasco Astete opera entre las 5.00 de la mañana y 8.00 de la noche.
Una vez concluida la obra aeroportuaria, la concesionaria del aeropuerto de Chinchero, Kuntur Wasi operará el terminal aéreo durante 30 años (opcional). Se calcula que en ese periodo la región Cusco obtendrá una ganancia neta de 70 mil millones de dólares por la captación de pasajeros, en un promedio de 6 millones de turistas anuales. Habrá una evolución desde 4 mil hasta 6 mil millones de dólares de beneficio por año.
Es importante destacar, que el concesionario Kuntur Wasi logró la aprobación de los estudios y permisos necesarios para la construcción del proyecto. Está a la espera de la aprobación para iniciar el movimiento de tierras y la posterior edificación del aeropuerto. Mover todo el volumen de tierras demorará dos años. Se tendrá que remover 25 millones de metros cúbicos (m3) de tierra en Chinchero dentro del polígono de la obra. Tras ello arrancará la edificación de la infraestructura en sí misma que comprende la construcción del terminal, pistas de aterrizaje, torre de control y edificios de apoyo.

Ejes de Desarrollo
Uno de los beneficios inmediatos del proyecto será la generación de puestos de trabajo. Se calcula que en la etapa de construcción se empleará 1,500 personas y 1,000 durante la operación. Cuando Chinchero aperture sus puertas se elevará el número de visitantes a la región imperial. Si ahora se recibe en promedio 2 millones 500 mil visitantes, en 2021 se captará 6 millones. Ese aumento incentivará el mejoramiento de los servicios turísticos y doblará la oferta a los turistas en los centros arqueológicos.
La agricultura también tendrá su oportunidad de desarrollo, ya que el nuevo terminal aéreo contará con un amplio terminal de carga, espacio propicio para las exportaciones, abriéndole las puertas a los productos andinos al mercado internacional. El Gobierno Regional trabaja en proyectos para impulsar la exportación del maíz blanco gigante, papas nativas, quinua y café, principalmente. A ello, se sumarían los envíos de productos de artesanía.
Si todo marcha bien, el nuevo aeropuerto estará en funcionamiento en el 2021. Sin embargo, para lograr el objetivo estratégico en la nueva geopolítica estratégica de los aeropuertos del sur, el sector Transportes, la DGAC y CORPAC, deberán apoyar decididamente este proyecto.
Vía hacia Chinchero
Mientras Kuntur Wasi construya el aeropuerto, el MTC se encargará de la construcción de una nueva vía que conecte el aeropuerto con Cuzco y con el Valle Sagrado de los Incas (Urubamba). El MTC ya inició los estudios del expediente técnico para ejecutar la obra vial que articulará la Ciudad Imperial con el terminal aéreo. También se ampliará la actual vía Cusco – Urubamba, se habilitará un gran espacio de acceso al aeropuerto internacional y se construirán dos puentes sobre el río Urubamba. Para todas esas obras se tiene aprobado S/. 277 millones.

BAJO COSTO
El fenómeno aero-comercial de las líneas aéreas de bajo costo viene teniendo una evolución interesante a nivel internacional. Ryanair en Europa, seguirá creciendo hasta transportar 100 millones de pasajeros por año, lo que nos obliga a repensar el panorama del mercado aero-político de América Latina y especialmente el del Perú. Estamos convencidos que es una nueva óptica en la economía de transporte aéreo este nuevo modelo de negocio, que tiene que seguir siendo analizado especialmente de la experiencia europea y su aplicación en el Perú, tratando de poner énfasis en los impactos en el sector turismo y las relaciones o problemas que puedan surgir con las líneas aéreas tradicionales que se vienen consolidando en América Latina.
El principio de la clave del éxito para lograr el objetivo es que el mercado aerocomercial peruano sea más abierto y de mayor competencia, sobre todo para abaratar los pasajes aéreos y ampliar las comunicaciones al interior del país además de mejorar la infraestructura aeroportuaria, en este caso del sur del Perú, teniendo en cuenta que los consumidores son los que demandan los billetes de pasaje de bajo precio y que prefieren en muchos casos usar la vía aérea en lugar de la terrestre.
Es por ello que consideramos interesante destacar en el modelo europeo en donde las líneas aéreas de bajo costo en un 59% de la demanda, transportan pasajeros que sin la oferta de los vuelos de bajo costo no hubieran volado y es a nuestro criterio este mercado internacional low cost, el objetivo número uno de la nueva geopolítica de los aeropuertos del sur del Perú que planteamos para los próximos cincuenta años, es decir, consideramos que el despegue turístico y aerocomercial del Perú debe llevar al Estado a facilitar y vigilar la libre competencia entre las empresas de transporte aéreo nacional e internacional tradicionales y las low cost internacionales que operen o decidan ingresar libremente al mercado peruano; combatiendo toda practica que limite ese derecho y el abuso de posiciones dominantes o monopólicas, ya que la política aérea debe estar orientada a impedir las prácticas de dominio o cuasi monopólicas en el espacio aéreo peruano.
Este es el esquema creativo que planteo y que podemos exportar a los países vecinos para diseñar una estrategia común que nos permita acercar a esos quinientos millones de pasajeros anuales que usan el low cost en sus vuelos internacionales, si solo aspiramos a un 5% para los países señalados estamos hablando de 25 millones de pasajeros anuales, es por ello que tenemos que rediseñar la política aeroportuaria, ya que no hay servicios de transporte aéreo internacional low cost sin infraestructura aeroportuaria low cost.

High-Flying Investments that Modernize Peru

The Construction of The International Airport of Cuzco and the arrival of the low cost airlines; without a doubt these two events will modernize and revolutionize Peruvian transport sector.

THE CHINCHERO INTERNATIONAL AIRPORT
The International Airport of Chinchero is an airport project, with future location in Chinchero, Cuzco, Peru. The runway will be located to 3700 masl, 2 Km from the village of Chinchero and 28 Km from the city of Cuzco.

The Project
This project is referring to the construction of a new airport that is destined to replace the current International Airport Alejandro Velasco Astete, located in the middle of the Cusco city. This new airport, that will be located in the District of Chinchero, consists of the construction of a new air terminal of international level and standards, and with projections to handle international connections in direct form, not going through the Jorge Chavez International Airport in Lima.

Granting
After receiving proposals from different public tenders, This construction project was granted by Proinversión to be built by the Consortium Kuntur Wasi, an association formed by the Argentine Corporation America and the Peruvian Andean Investment Holding.
The Chinchero Airport will allow 6 million tourists to arrive to Cuzco annually, bringing an income of 12 billion USD, and at the same time creating jobs and development in this region. This airport is planned to be ready by 2021, which demands strategic targets and arises a need from CORPAC (The Peruvian Corporation of Commertial Airports and Aviation Inc.) to execute the necessary investments in order to establish the air navigation, aeronautical communications and control of air transit at the airport of Chinchero, that will be receiving international flights of airplanes with the last technology and a capacity of 300 passengers or more in average.
In five years time, the dream of Cuzco Chinchero International Airport is becoming a truth. The new air terminal will be one of the most modern ones in Peru and in Latin America. The infrastructure of this terminal will be of the best possible quality, it will be provided with top technology and constructed under international standards in order to be of 1st category.
The Chinchero Airport will have totally 40000 square meters of operation area, almost 27 thousand square meters more than the Cuzco Velasco Astete Airport (AVA), that is at the moment operated by CORPAC, but will be handed over to the region of Cuzco as soon as The Chinchero International Airport initiates operations. It is important to keep in mind that the Airport of Chinchero with a landing/Take-off runway of 4000 meters will be able to receive up to 6 million passengers annually. At the same time we should consider that the current Velasco Astete Airport can only receive the airplanes Airbus 321 and Boeing 737-800 with the maximum capacity of 190 passengers, meanwhile Chinchero will be qualified for airplanes Airbus 340 and Boeing 787 of 300 persons in average. Another advantage for Chinchero is that it will operate 24 hours daily, meanwhile Velasco Astete operates between 05:00 a.m. to 08:00 p.m.
As soon as the airport work will be concluded, the concessionaire of the Chinchero airport, Kuntur Wasi, will operate (optionally) this terminal for 30 years. According to previous calculations, in this period the region of Cuzco will obtain a clear profit of 70 billion USD for the passenger reception, equivalent approximately of 6 million tourists annually. There will be a gradual increase of profits between 4 or 6 billion USD each year.
It is important to point out, that the concessionaire Kuntur Wasi already achieved the approval of all necessary studies and permissions for the construction of the airport, and it is now waiting for the final approval in order to initiate the construction. To remove and prepare the ground will take two years, as it will be necessary to remove totally 25 million cubic meters (m3) of ground. After this, the building of the terminal, landing runways, control tower and support buildings can start.

Axes of Development
One of the immediate benefits of this project will be the creation of employments. It is estimated that the construction stage requires 1500 employees and another 1000 will be used during the operation. When Chinchero opens its doors, the number of visitants will increase to this imperial region. At the moment, there are approximately 2, 5 millions of visitants received annually; in 2021 the annual amount will be estimated to 6 millions of visitants. This increase will encourage the improvement of tourist services and will double the touristic offer in the archaeological centers.
Even the sector of agriculture will have benefits of the Chinchero airport project, as the new terminal will be provided with a wide terminal of load and propitious space for export goods. This facilitates the entrance of the Andean products to the international market. At the same time, The Regional Government is working in promoting the exportation of the giant white corn, native potatoes, quinoa and coffee and of course Peruvian handicrafts.
Assuming that the project follows its schedule, the new airport will be functioning in 2021. Nevertheless, in order to achieve the strategic target of the Geopolitical Strategy of the Airports of the Southern Peru, the transport sector, the DGAC (Directorate General of Civil Aviation) and CORPAC should support decisively this project.
Road to Chinchero
Meanwhile Kuntur Wasi is constructing the airport; the MTC (Ministry of Transport and communications) will be responsible for the construction of a new road from Chinchero to Cuzco and to The Sacred Valley of Incas (Urubamba). The MTC has already initiated the technical studies regarding the road construction between Cuzco and the new airport. At the same time, the current road Cuzco – Urubamba will be widened giving good access to the international airport and also two bridges will be constructed over the river Urubamba. For all these constructing projects an amount of 277 millions of soles has been approved.

LOW COST
The new phenomenon of commercial low cost airlines is lately having an interesting evolution on a global scale. Ryanair in Europe keeps on growing, and is soon up to 100 million passengers transported each year, a situation that makes us reflect over the panorama of the commercial aviation politics in Latin America, and especially in Peru. Surely this is a new concept in the transport industry which has to be analyzed further, especially on how the European experience can be applied in Peru. Yet it is always necessary to put the emphasis on the impacts for tourism industry, and the problems that could arise with the traditional airlines operating in Latin America.
In order to have success in applying this new concept in Peru, the Peruvian commercial air market should be more open for competition. Especially the air ticket prices should be cheaper, and the communication to internal parts of the country should be more frequent. Additionally, a lot of improvements should be done in the airport infrastructure when it comes to the airports in south of Peru, bearing in mind that the consumers are those who demand air tickets of low price and they prefer air transport instead of the terrestrial one.
It is interesting to point out, that in the European model totally 59 % of all low cost passengers would not have travelled at all if it was not for the low cost. Consequently, the primary objective of the Geopolitics of the Airports of the South of Peru is to capture this part of the international market, and prepare facilities to increase low cost tourism in Peru. At the same time this requires that the State facilitates the process of permissions and supports free competition between the traditional companies of national and international air transport and the international low cost companies. The Peruvian Air transport market should permit all national or international companies to enter freely to operate in Peru, without any abuse of domineering or monopolistic positions.
This creative scheme I am presenting here, also opens us a possibility to cooperate with our nearby countries and to design a common strategy. In this way we could have an opportunity to reach the market of over five hundred millions of passengers who use international low cost flights. If we could capture 5 % of those passengers, we would be speaking about 25 million passengers annually arriving to Peru and to South America.
